PSINet Appoints New President

Hong Kong January 4, 2000 - PSINet Hong Kong, a member of the Internet Super Carrier PSINet Inc., today announced the appointment of Mr. William Kwan as President effective from January 3, 2000.

Armed with a wealth of international experience and expertise in the information technology and the telecommunications industry, Mr. Kwan will provide leadership and assume responsibility for the further development and expansion of PSINet Hong Kong in the years ahead.

Prior to joining PSINet, Mr. Kwan was the Vice President of Business eCommerce, Cable & Wireless HKT IMS, responsible for developing and marketing Internet content services and electronic commerce solutions to corporate customers. Mr. Kwan was also a key driver in the development of business portal and broadband applications for the business sector.

As an information technology and telecommunications veteran, Mr. Kwan has extensive experience in sales, product development, strategic marketing and general business management of both IT and telecommunications products and services for business customers worldwide.

Mr. Kwan holds a bachelor and a master ’ s degree in business administration from the Chinese University of Hong Kong.
